Dr Cenan Oktay urodził się w 1965 roku w Płowdiwie w Bułgarii. Ukończył szkołę podstawową w Stambule w 1977 roku. Ukończył szkołę średnią i liceum w Stambule Erkek High School, która oferuje naukę w języku niemieckim. Ukończył Trakya University Faculty of Medicine w 1984 roku.

Ze względu na zainteresowanie chirurgią, odbył staż z chirurgii ogólnej będąc studentem, kierownikiem klinik chirurgicznych Uniwersytetu w Heidelbergu w Niemczech, prof. dr ch. Zrobił to z Herfarthem.

W 1990 r. ukończył studia na Wydziale Lekarskim, uzyskując III stopień naukowy, a we wrześniu 1991 r. rozpoczął szkolenie specjalizacyjne z chirurgii ogólnej w Szpitalu Kształcenia Zawodowego SSK Okmeydanı w Stambule. Podczas stażu rezydenckiego przygotowywał publikacje kongresowe oraz badania kliniczne i eksperymentalne.

W 1993 roku ukończył szkolenie w zakresie „Kursu mikrochirurgii” oraz pierścieni „Valtrac” stosowanych w zespoleniach GIS na Uniwersytecie w Würtzburgu w Niemczech, stając się pierwszym użytkownikiem tych pierścieni w Turcji i wykorzystując je w swojej pracy specjalizacyjnej.

Został specjalistą chirurgii ogólnej w szpitalu szkoleniowym SSK Okmeydanı w 1996 r. W tym samym roku IU He ukończył „Surgical Gastroenterology Endoscopy Training Courses” na Wydziale Lekarskim w Stambule. Ze względu na swoje zainteresowanie chirurgią wątroby i dróg żółciowych, ukończył Uniwersytet w Stambule na 4 miesiące w 1999 r.
